Requirements for Renting

Are there age requirements for renting?

Budget Rent A Car in Alaska (Budget), like most car rental companies, requires drivers in Alaska to be 25 years of age or older. However, Budget permits a minimum age of 21 with an applicable surcharge. Age requirements, restricted vehicle types, and surcharges vary by location.

Government employees over the age of 18 traveling on government orders in the U.S. may rent from Budget without a surcharge. With some company accounts, employees 21 years of age and older traveling on business also may rent from Budget without a surcharge. Check with your account representative to see if your company account is eligible.

An additional $15 per day fee applies for renters under 25 years of age. This fee is in addition to your quoted online rate.

Will you check my driving record?

To help control liability and insurance costs, most major car rental companies, including Budget, screen for high-risk drivers. Budget may ask potential renters a variety of questions regarding their driving record. Whenever a prospective renter's driving history fails to meet the established criteria, the company can deny rental service.

What if I have traffic infractions?

Budget will check renters' and additional drivers' licenses to ensure that they are valid. If the driving history reveals any of the following issues, Budget is unable to rent:

· invalid, suspended or revoked license
· one or more convictions for reckless driving within 48 months
· failure to report/leave scene of accident within 36 months
· possession of stolen vehicle or use of a vehicle in a crime
· expired license
· three or more convictions for moving violations within 24 months (excluding seatbelt violations)
· two or more accidents within 36 months

What kind of credentials and driving record do I need?

In Alaska, drivers must present a major credit card and valid driver's license. Both must be in the driver's name. Foreign customers must present an international driver's license along with a passport.

Do you require a deposit to rent a vehicle?

Yes. Your deposit type, amount and method of payment will vary by location. A hold of $300 or total estimated charges (whichever is greater) will be placed on your credit/debit card at the time of rental. It's perfectly fine if you choose not to return the car on or before your scheduled return date, but we will place up to three additional extension deposits on your card (depending on how long you keep the car) to cover expected rental charges. Upon your return of the car, all deposits will be applied to your actual rental charges. Any balance will be charged or credited to your card. Please note that your bank may take up to two weeks to post any credit to your card. Unfortunately, we cannot be held responsible for any returned checks due to debit card hold processing.

To receive your quoted rate, some airport locations also might require you to present your airline ticket or boarding pass when you pick up your car. Am I required to take the Loss Damage Waiver ( LDW )?

No, but you are responsible for the vehicle in the event of any damage.  You should check with your respective insurance company to see if you have ample coverage while renting a vehicle.  In the event you do not have proper coverage, Budget sells a variety of protection coverages for your rental. (Note: LDW (Loss Damage Waiver) is not insurance.

What happens if I do not elect to take your Loss Damage Waiver?

You are not required to take our protection coverages, however you are responsible for the vehicle in the event of damage. You should check with your respective insurance company to see if you have ample protection coverage while renting a vehicle. In the event you do not have proper protection, Budget sells a variety of protection coverages for your rental.

Does my own insurance protect me in the event of an accident?

Given the vast number of insurers and policies, it is extremely difficult for us to know which entitlements accompany your given policy.  We strongly recommend that you contact your insurance company to verify your coverages when renting a car.  In the event you do not have proper protection, Budget sells a variety of protection coverages for your rental.

Will you accept a citation or summons in lieu of a driver’s license?

In lieu of a valid driver's license, Alaska rental locations will accept traffic citations or summonses issued by officials in these seven states: Georgia, Illinois, Indiana, Louisiana, Missouri, Oklahoma and Wisconsin.  The citation only will be accepted up until the court appearance date shown on the citation or summons.  A customer who presents a citation/summons in lieu of a driver's license is required to present a second means of personal identification with a photo and signature on it.  Any second means of I.D. with a signature is acceptable, such as a department store card, passport, library card or company I.D. with a signature.

Budget locations require a credit card to secure your reservation. At these locations, failure to cancel the reservation at least 24 hours before scheduled pickup may result in a one-day rental charge. Specialty vehicles, such as minivans, SUVs, and moving trucks, require notice of cancellation 72 hours before scheduled pickup.

Pre-paid charge cards are not accepted. At some locations debit cards are not accepted at time of rental but are accepted for payment at time of car return. Can you reserve a specific make/model car for me?

Once you're behind the wheel of your rental car, we want you to thoroughly enjoy your driving experience. So, if you decide to keep your car for a few more days, that's no problem at all! Because Budget offers each customer this same flexibility, please understand that we can't guarantee a specific make, model or color since some of our customers undoubtedly will decide to keep their cars longer than they originally planned. However, we can promise that, if you order an intermediate, for example, we'll have an intermediate available for you – or upgrade you to a larger vehicle at no extra charge.

How do I know if special terms or conditions apply to my rental?

When you reserve your vehicle online, terms and conditions appear as a link on steps 3 and 4 in the online reservation process. For example, in some particularly rugged parts of the state of Alaska, and on specific gravel and dirt roads not regularly maintained, Budget prohibits use of its vehicles. Interstate travel is not permissible. Travel across U.S. borders might be restricted or prohibited. Or, at some airport locations, the quoted rental rates might apply only to airline passengers flying within 72 hours before rental. Do you lease vehicles?

We offer a long-term rental option for customers who need a vehicle for an extended period of time.  A long-term rental would constitute a minimum of 30 consecutive days to a maximum of 330 consecutive days.  The longer the rental, the greater the daily savings.  Reserve your car today!

Do you rent cars by the hour?

We require all renters to rent the vehicle for a minimum of 24 consecutive hours.  If you return the vehicle prior to meeting the 24-hour requirement, you would be charged for the full day regardless of whether you return the vehicle early.

Our fleet features new vehicles with low mileage.  All of our vehicles are properly maintained and serviced in accordance with the vehicle manufacturer guidelines.  To provide you with the best product and service available, we offer added benefits including 24-hour roadside service, vehicle replacement, maps and driving directions, baby seats, frequent renter programs, and a preferred service program. How can I view my reservation on BudgetAlaskaOnline.com?

To view your reservation, you must have a confirmation number.  This number is provided to you at the completion of your reservation.  The confirmation number is a 7-digit code followed by two letters and one number totaling 10 alpha/numeric characters.  If you don't have that information readily accessible, simply contact us in the U.S. toll-free at 800-527-0700 for U.S. reservations or 800-472-3325 for non-U.S. reservations. What are the benefits of purchasing coverages?

Purchasing any one of our coverages provides you with the added peace of mind and assurance that you are protected against any damage or theft to your rental vehicle.  Below is a brief description of the types of coverages that you'll be offered when you reserve online or pick up your vehicle. Here also is a summary of the optional insurance plans available for an additional daily charge at most Budget locations in the U.S.

These plans are provided by independent insurance companies, and are subject to the provisions, limitations and exclusions contained in the actual policies, which are available for review upon request. Other rental companies may offer similar coverages under different names and at varying limits and costs. As with any optional insurance or protection plan, smart renters will want to do some research before purchasing these options.  Budget offers several types of optional insurance plans to protect you during the rental period:

-   Supplemental Liability Insurance ( SLI) is excess automobile liability insurance that protects you and all authorized drivers of the rental vehicle against third-party bodily injury and property-damage claims for which you are legally liable. When SLI is purchased, liability protection provided by Budget and the SLI carrier becomes primary, and applies before other liability protection available to you. This means that you probably won't have to call upon your other protection unless the loss exceeds the SLI limit or results from your use of the vehicle in violation of the terms of the rental agreement. By not having to file a claim under your own policy, you can probably avoid possible premium increases or even cancellation.  Another benefit is that SLI provides a high limit of liability protection that might not otherwise be available to the renter.  By accepting SLI, the limit of liability protection available to the renter or authorized driver is $1 million combined single limit. 

 - Personal Accident and Effects Insurance ( PAE) protects you and your passengers against accident, injury, and loss to personal property.  PAE provides renters and occupants of the rental vehicle with accidental death benefit and coverage for certain medical expenses resulting from an accident. Renters are protected both in and out of the rental vehicle during the entire rental period, and others are covered while occupying the vehicle.  In addition, PAE provides protection against loss of, or damage to, certain personal property of the renter and individuals traveling with the renter. 

-  Emergency Sickness Plan ( ESP) provides international renters visiting the U.S. with coverage for medical expenses resulting from sickness.  At most locations, other liability protection available to the renter from any source will be primary, and will apply first in the event of an accident.  ESP protects international renters possessing a non-U.S. passport against certain medical expenses resulting from sickness occurring during the rental period. Additionally, it covers other members of the renter's traveling party who also have non-U.S. passports. By purchasing PAE in combination with ESP, international renters who might otherwise have no medical coverage available to them while in the U.S. are protected against medical expenses that result either from accident or sickness. 

 - Optional Loss Damage Waiver ( LDW) offered by car rental companies is not insurance. It's an option that relieves renters of financial responsibility if the car is damaged or stolen while under rental contract. Using the vehicle in violation of any of the use restrictions listed on the rental agreement could void LDW and leave the renter fully responsible for any damage to the vehicle.  If you decline LDW, you may be responsible for up to the full fair market value of the car if it is damaged, vandalized or stolen during the rental. You also may be responsible for reimbursing the car rental company for any revenue lost during the period that the company is unable to use the car while it is being repaired, or in the event that the car is not recovered due to theft (loss of use).  

 - Personal Effects Protection ( PEP) offers added coverage for the bags and belongings in your Budget car, as well as those of any immediate family members traveling with you. 

When renting for business, check with your corporate travel manager to see if the company provides coverage in the event of loss.  If you're renting for personal reasons, check your own automobile insurance policy before you pick up your rental car. Many policies do cover rental cars, but even if a renter has personal automobile insurance, he or she may not be totally protected. For example, if you decline LDW and rely on your own insurance, you probably would be responsible for paying your usual deductible. Also, a loss-of-use fee is not normally covered by personal auto insurance policies. And, personal auto policies that extend collision coverage to a rental car may only provide a coverage limit equal to the value of the vehicle scheduled on the policy.  If the value of the renter's personal auto is less than that of the rental vehicle, the renter could still incur some damage responsibility. Finally, if you don't own a car and don't have automobile insurance, you should consider accepting Loss Damage Waiver.  Some credit card companies offer protection if you present their card at the time of rental, and if you use the same card to pay for your rental at the time of return. Renters should closely examine the terms of this coverage because the protection is often supplemental, and certain limitations or restrictions may apply.  LDW is not available in all states, and certain restrictions may apply in some states. Specific information on availability of optional LDW and the cost can be obtained when making a reservation. Budget recommends that you decide whether or not you need LDW before you pick up your car, and if you don't need LDW, don't buy it.

Can I use another person’s credit card if I have their permission?

No.  At the time of rental, the renter is required to present a valid driver's license and credit card with his/her name imprinted on it.

However, you are required to notify us of your anticipated extensions, and we will place up to three additional extension deposits on your card (depending on how long you keep the car) to cover expected rental charges. Upon your return of the car, all deposits will be applied to your actual rental charges. Any balance will be charged or credited to your card. Please note that your bank may take up to two weeks to post any credit to your card. Unfortunately, we cannot be held responsible for any returned checks due to debit card hold processing. (Note: The $300 held on debit cards are released when the car is returned and all payments are met.)

What is your cancellation policy?

If your credit card is required to make a reservation, you may cancel up to 48 hours in advance of your designated pick-up time without penalty. If you cancel within 48 hours of your pick-up time, a $75 fee will be assessed. If you make a reservation without a credit card, we appreciate 48 hours advance notice of a cancellation, but will not assess a fee if you cancel after that point. *. Some locations might assess a fee equal to one rental day if you fail to cancel within their designated cancellation period, or fail to pick-up your reserved car. Budget will hold a reservation up to two hours after scheduled pickup time before declaring a “no show” and releasing the vehicle to be rented. Contact individual locations for more specific information on their cancellation policy.

Can I take the vehicle out of state/country?

No. Budget Rent A Car in Alaska does not allow vehicles to be driven out of Alaska or the U.S.

How is my rental rate calculated?

Your total rental rate is calculated based on the information provided at time of reservation. Quoted total rate will include any options you select during the reservation process. Our helpful customer service agents will review all charges with you to ensure that your total charges meet with your approval when you pick up your car.

Do late-return fees apply?

Vehicles are rented on a daily, 24-hour basis. There is a 59-minute grace period for returns. After one hour, hourly charges may apply. After three hours, a full-day charge may apply.

Will any other fees apply?

For Budget and all other rental car companies at many airport locations, concession recovery and facility fees may be charged. A vehicle license recovery fee may be charged as well. For U.S. Government rentals, the government imposes a $5/day Administrative Rate Supplement (GARS/GA). Please check for fees that apply to your rental in the rates section during your reservation process.

Rates vary by location but average about $20 per day rental.  You can obtain the exact price of the baby seat on step 3 of the online reservation process.

Does the cost of the rental include the fuel?

Our prices do not include the cost of fuel.  Your rental location will discuss the various fuel options available to you at time of rental.  You will have the option to purchase a tank of gas at a discounted rate, or simply return the vehicle with a full tank of gas to avoid additional charges.

Snow chains are not offered or available as optional equipment because of local restrictions or the potential damage to the rental vehicle.

While Ketchican and Kodiak are owned by separate licensees, Anchorage, Fairbanks, Juneau and Kenai locations are owned by one licensee. What types of vehicles do you offer?

Budget Rent A Car in Alaska features a variety of fine cars and trucks including Ford, Mitsubishi, Nissan and Kia products. Since each location decides which vehicles best fit its customers' needs, all locations do not offer every vehicle. We cannot guarantee that you will receive a certain make, model or color because these specifications are based on availability at time of pickup. When necessary, we will substitute another brand of car within your car class with similar amenities. Upon arrival, however, you may advise the counter representative of your preference and, if possible, we will be happy to accommodate your request. Also, we can promise that, if you order an intermediate, for example, we'll have an intermediate available for you – or upgrade you to a larger vehicle at no extra charge.

Can I rent additional accessories?

Depending upon your rental location, there are many options and accessories available to help make your trip safer and more enjoyable. However, we don't offer trailers or luggage compartments/racks, and seats cannot be removed from a mini van or any other vehicle. So, if you need more space, consider renting a Budget truck or van.

Can you confirm availability of additional accessories?

If your reservation is made 48 hours prior to pick up, we guarantee availability of baby seats. Within 48 hours of pick up your request will be held with your reservation, but the rental is made on a first-come, first-served basis so availability is not guaranteed.

Hand controls for use by individuals with disabilities are guaranteed if a confirmed reservation is made 24-hours in advance.

For all other additional accessories, while Budget makes every effort to honor your requests, we cannot guarantee them at the time of reservation.

Rear-facing infant seats should be used for infants up to 22 pounds. Toddler safety seats are approved for children up to 40 pounds. If your child weighs more than 40 pounds, you should reserve a child booster seat.

Do you offer vehicles for drivers with disabilities?

Budget provides, at no extra cost, vehicles* equipped with hand controls for use by individuals with disabilities. 24-hour advance reservations are required.

Drivers for a renter with disabilities must have a valid driver's license, be at least 25 years of age, meet driver qualifications in effect at time of rental, and accompany the disabled renter to the rental location at time of rental. At no extra charge, they will be authorized to drive the rental vehicle for the renter with disabilities. The renter with disabilities must present an acceptable method of payment, and meet credit qualifications in effect at time of rental. At time of reservation, please inform the reservation agent that you are disabled and will be accompanied by a licensed driver. 

*Budget cannot provide hand controls on every make or model of vehicle, and cannot confirm a reservation for a particular make or model of vehicle on any rental.

What is your fuel policy?

You have three options:  1. Pay in advance for the fuel, and bring the car back empty. Budget will fill the car at, or sometimes below, the current retail pump price. Regardless of how much fuel is left in the tank, credits will not be given for unused gasoline.  2. If you aren't sure how far you'll be driving, but plan to stop for gas, don't pay Budget in advance for fuel. Simply bring the car back full to avoid any refueling service charge.  3. If you won't be using a full tank, and don't have time to stop for gas, pay us only for the fuel you use, based on the renting location's per-gallon refueling service charge. Budget customer service representatives can tell you what the renting location's refueling service charge is when you pick up the car.

What insurance do you offer while I'm renting?

Purchasing any one of our coverages provides you with the added peace of mind and assurance that you are protected against any damage or theft to your rental vehicle. Below is a brief description of the types of coverages that you'll be offered when you reserve online or pick up your vehicle. Here also is a summary of the optional insurance plans available for an additional daily charge at most Budget locations in the U.S.

These plans are provided by independent insurance companies, and are subject to the provisions, limitations and exclusions contained in the actual policies, which are available for review upon request. Other rental companies may offer similar coverages under different names and at varying limits and costs. As with any optional insurance or protection plan, smart renters will want to do some research before purchasing these options. Budget offers several types of optional insurance plans to protect you during the rental period:

- Supplemental Liability Insurance ( SLI) is excess automobile liability insurance that protects you and all authorized drivers of the rental vehicle against third-party bodily injury and property-damage claims for which you are legally liable. When SLI is purchased, liability protection provided by Budget and the SLI carrier becomes primary, and applies before other liability protection available to you. This means that you probably won't have to call upon your other protection unless the loss exceeds the SLI limit or results from your use of the vehicle in violation of the terms of the rental agreement. By not having to file a claim under your own policy, you can probably avoid possible premium increases or even cancellation. Another benefit is that SLI provides a high limit of liability protection that might not otherwise be available to the renter. By accepting SLI, the limit of liability protection available to the renter or authorized driver is $1 million combined single limit.

- Personal Accident and Effects Insurance ( PAE) protects you and your passengers against accident, injury, and loss to personal property. PAE provides renters and occupants of the rental vehicle with accidental death benefit and coverage for certain medical expenses resulting from an accident. Renters are protected both in and out of the rental vehicle during the entire rental period, and others are covered while occupying the vehicle. In addition, PAE provides protection against loss of, or damage to, certain personal property of the renter and individuals traveling with the renter.

- Emergency Sickness Plan ( ESP) provides international renters visiting the U.S. with coverage for medical expenses resulting from sickness. At most locations, other liability protection available to the renter from any source will be primary, and will apply first in the event of an accident. ESP protects international renters possessing a non-U.S. passport against certain medical expenses resulting from sickness occurring during the rental period. Additionally, it covers other members of the renter's traveling party who also have non-U.S. passports. By purchasing PAE in combination with ESP, international renters who might otherwise have no medical coverage available to them while in the U.S. are protected against medical expenses that result either from accident or sickness.

- Optional Loss Damage Waiver ( LDW) offered by car rental companies is not insurance. It's an option that relieves renters of financial responsibility if the car is damaged or stolen while under rental contract. Using the vehicle in violation of any of the use restrictions listed on the rental agreement could void LDW and leave the renter fully responsible for any damage to the vehicle. If you decline LDW, you may be responsible for up to the full fair market value of the car if it is damaged, vandalized or stolen during the rental. You also may be responsible for reimbursing the car rental company for any revenue lost during the period that the company is unable to use the car while it is being repaired, or in the event that the car is not recovered due to theft (loss of use).

- Personal Effects Protection ( PEP) offers added coverage for the bags and belongings in your Budget car, as well as those of any immediate family members traveling with you.

When renting for business, check with your corporate travel manager to see if the company provides coverage in the event of loss. If you're renting for personal reasons, check your own automobile insurance policy before you pick up your rental car. Many policies do cover rental cars, but even if a renter has personal automobile insurance, he or she may not be totally protected. For example, if you decline LDW and rely on your own insurance, you probably would be responsible for paying your usual deductible. Also, a loss-of-use fee is not normally covered by personal auto insurance policies. And, personal auto policies that extend collision coverage to a rental car may only provide a coverage limit equal to the value of the vehicle scheduled on the policy. If the value of the renter's personal auto is less than that of the rental vehicle, the renter could still incur some damage responsibility. Finally, if you don't own a car and don't have automobile insurance, you should consider accepting Loss Damage Waiver. Some credit card companies offer protection if you present their card at the time of rental, and if you use the same card to pay for your rental at the time of return. Renters should closely examine the terms of this coverage because the protection is often supplemental, and certain limitations or restrictions may apply. LDW is not available in all states, and certain restrictions may apply in some states. Specific information on availability of optional LDW and the cost can be obtained when making a reservation. Budget recommends that you decide whether or not you need LDW before you pick up your car, and if you don't need LDW, don't buy it.

If I rent, may another person drive?

Additional drivers are allowed at most locations, though they must meet the minimum age requirements, present a valid driver's license and major credit card in their name, and have an infraction-free driving record. There may be a surcharge for additional drivers. The cost of a daily surcharge varies from location to location.  If the additional driver is your spouse, you will not incur a surcharge.

What should I do if I'm involved in an accident?

First, contact the police to complete an accident report, then immediately contact the location from which the car was rented. You can find location phone information on your reservation confirmation or on the front or back of your rental agreement.

What should I do if I have problems with my car?

Before you start driving, take a few moments to familiarize yourself with the vehicle's equipment and operation, including heat and A/C, radio, lights, windshield wipers, spare tire, seat belts and door locks, and gas tank access. Getting distracted trying to figure out those things while driving can be dangerous.  Don’t wait until the fuel warning light goes on to think about buying gas, especially if you don’t know how far it is between gas stations.  If, in the unlikely event that your car malfunctions on a major thoroughfare, lock the doors, turn on the hazard lights and, if you have a cell phone, call the police or the nearest Budget location.. Don’t leave your vehicle. Wait in the car for service or the police to arrive.  Accepting help from strangers, no matter how well intended, is not a good idea unless you can’t call for help and they can.  If, in the unlikely event that an emergency light illuminates on your control panel, don’t ignore it. Use good judgment about whether you can get back to our location safely and don’t hesitate to call your nearest Budget location.

Can I add an additional driver after I have picked up the rental vehicle?

You may add an additional driver after you have picked up the rental vehicle.  Please contact the nearest Budget rental office for assistance.  If you don't know where the nearest Budget rental office is, you may search online using our location finder or, you may call Budget Reservations at 800-527-0700.  Please note, additional drivers cannot be added by telephone, nor by faxing photo copies of driver’s license.

Can I change where or when I return a vehicle after I have picked it up?

Do I need to have a RapidRez number to make a reservation online?

No, a RapidRez number is merely a customer number assigned to you by Budget Corporate. It helps expedite your reservation and rental process because your personal information and preferences are stored with your number. Simply use your number when you make a reservation with Budget to automatically apply your personal information and rental preferences to your reservation and rental. You may apply for a RapidRez number at any rental counter.

Once you have a RapidRez number, you may then choose to apply for Fastbreak service.
